This cover is a creation of noted philatelic artist Gerald King. King has created a wide variety of "spoof" stamps and covers. Most notable was the Alice in Wonderland series he produced in answer to the Royal Post Office's refusal to recognize via a series of stamps the 100th anniversary of Lewis Carroll's famous work. This specific cover seems to be part of the Lundy: The Alternative Collection that King produced. This collection included spoof stamps, telegrams and postal covers from the Island of Lundy.
